  not normally the first thing that comes to mind when one ponders Data Gove
 rnance, appropriate data sharing processes are a topic of lively conversati
 on in government agencies. The mix of data from the County&#39;s various de
 partments includes not only public information, but also HIPAA, CJIS, and P
 II, presenting&nbsp;the challenging aspect of combining data across organiz
 ational boundaries to support internal business decision-makers as well as 
 citizen-clients.\nMultnomah County recently developed the SCoPE project, de
 signed to share data across departments, which required careful attention t
 o data privacy regulations. Data Governance played a key role in leading th
 e discussion and formulating new approaches to make progress on compliant d
 ata sharing. The strategies were then refined and applied by other data tea
 ms as a new county-wide process to handle data use requests. We are now in 
 the midst of a Data Sharing 2.0 project which is improving and fine-tuning 
 our processes even more.&nbsp;\n&nbsp; This talk will describe:\n\n
 An overview of&nbsp;SCoPE&#39;s vision, goals, and complications\n
 Considerations from both the client&#39;s&nbsp;and data providers&#39; view
 points\n
 Creative solutions by a team, including Project Management, Data Governance
 , Legal, and the Privacy Office\n
 Designs and processes that implemented data privacy strategies from an init
 ial impact assessment through ongoing audit processes\n
 Initial follow-on work that broadened the application of DG strategies to d
 ata sharing for the entire County\n
 Data Sharing 2.0 and its strategy for streamlining and improving current pr
 ocesses\n
